A ruler should ensure orderly succession and the stability of the realm, and only then may he turn inward toward renunciant discipline; yati-dharma here signifies restraint and detachment pursued without neglecting prior responsibilities.
The ruler of Mithilā transfers (installs) the Videha kingdom to his son and thereafter remains in the same region living as a yati, observing ascetic/renunciant conduct.
