na tasya triṣu lokeṣu paralokabhayaṁ viduḥ | iti vedā vadantīha siddhākṣā paramarṣayaḥ ||

A person grounded in true knowledge and dharmic integrity becomes fearless: neither worldly threats across the three realms nor anxiety about the afterlife can disturb such a one. This fearlessness is affirmed as Vedic and upheld by accomplished sages.
Kapila is presenting an authoritative doctrinal point within the Shanti Parva’s instruction on peace and liberation: he cites the Vedas and the testimony of perfected seers to validate the claim that spiritual realization and right conduct culminate in freedom from fear.
