बहवो ग्रामवास्तव्या रोषाद् ब्रूयु: परस्परम् । न तेषां वचनाद् राजा सत्कुर्याद् घातयीत वा
bahavo grāmavāstavya roṣād brūyuḥ parasparam | na teṣāṁ vacanād rājā satkuryād ghātayīta vā ||
毗湿摩说道:“当许多村民因愤怒而彼此攻讦,在王前或褒此贬彼之时,君王不可仅凭他们的言辞,便惩罚任何人,或赐荣于任何人。国王不可让众人争讼与偏党之报成为裁断的根基;唯有细加查验之后,方可行断。”
भीष्म उवाच
A ruler must not base punishment or honor solely on angry, partisan reports. Justice requires restraint and verification; public quarrels and mutual accusations are unreliable grounds for royal action.
In the Shanti Parva’s instruction on rāja-dharma, Bhishma advises the king (Yudhiṣṭhira contextually) that when villagers come in anger accusing and praising each other, the king should neither punish nor reward merely on their testimony.
