Gaṇānāṃ Vṛttiḥ — On the Sustenance and Cohesion of Assemblies
Gaṇa-nīti
पुत्रान् भ्रातृन् निगृह्नन्तो विनयन्तश्न तान् सदा । विनीतांश्व प्रगृह्नन्तो विवर्धन्ते गणोत्तमा:
putrān bhrātṝn nigṛhṇanto vinayantaś ca tān sadā | vinītāṁś ca pragṛhṇanto vivardhante gaṇottamāḥ ||
毗湿摩说:即便是自己的儿子与兄弟,若走上邪路,这些最卓越的领袖也会加以约束并施以惩戒,且不断教以正当的纪律;待其受教成器之后,又以极大的尊重接纳并扶持他们。因此,这样的领袖获得非凡的兴盛与增长。
भीष्म उवाच
A leader committed to dharma must apply discipline impartially—even toward close relatives—correcting wrongdoing through restraint and instruction, and then honoring those who reform; such balanced governance leads to collective prosperity.
In Bhishma’s counsel on righteous rule and social order in the Shanti Parva, he describes the conduct of exemplary leaders: they punish and restrain erring sons and brothers, educate them continuously, and later reintegrate and honor them once they become disciplined.
