Legitimate authority is exercised through orderly speech and clear instruction: even a powerful deity acts with procedural propriety—taking leave of beings and then issuing governance—signaling that power should serve dharma and social/cosmic order rather than impulse.
Sañjaya narrates that Indra, after being addressed by two supreme divine figures, responds with a formal statement. He then bids farewell to all beings and delivers an ordinance or directive concerning the wider realms, indicating a transition from dialogue to decisive action.
