Measurements and Description of Śākadvīpa
सप्तमं कापिल वर्ष सप्तैते वर्षलम्भका: । एतेषु देवगन्धर्वा: प्रजाश्न॒ जगतीश्वर
saptamaṁ kāpilaṁ varṣa saptaitāni varṣalambhakāḥ | eteṣu devagandharvāḥ prajāś ca jagatīśvara |
三阇耶说道:“第七分域名为‘迦毗罗’(Kāpila);此即大地之七大分域。噢,世界之主啊,在这些分域中,天神、乾闼婆与人类安乐居止,怡然游憩。其间无有死亡;而且,噢,大王啊,那里也没有盗贼,亦无蔑戾车(mleccha,蛮族)之众。”
संजय उवाच
The verse contrasts an ideal, dharmically ordered realm—free from death, crime, and social disruption—with the human world, implying that righteous order and protection of subjects are central to kingship and to a harmonious society.
Sañjaya is describing cosmographical divisions of the earth, naming the seventh as Kāpila-varṣa and portraying it as a blissful region inhabited by gods, Gandharvas, and people, where death and criminal or mleccha disturbances are absent.
