A ruler gains genuine loyalty not through force but through dharmic character: reverence for sacred learning and the Brāhmaṇas (brahmaṇya), unwavering truthfulness (satyavāda), inner and outer purity (śuci), and disciplined mastery of mind and senses (śama–dama). Such virtues naturally draw the people’s affection and trust.
Vyāsa describes the moral qualities of a particular king and explains the social result: because the king is consistently devoted to dharma and self-controlled, the subjects develop strong attachment to him and follow him willingly.
