A ruler should cultivate constant association with truly learned people, listen attentively to their counsel, honor them properly, and seek their guidance whenever a duty or decision arises—making deference to wise instruction a practical discipline of dharma.
Vaiśampāyana is reporting a didactic instruction addressed to Yudhiṣṭhira: he is urged to rise early, pay due respect to learned elders, and consult them about his own course of action whenever circumstances demand a decision.
