Transliteration

arakṣitāraṁ hartāraṁ viloptāram anāyakam | taṁ vai rāja-kaliṁ hanyuḥ prajāḥ sannaha nirdhanam ||

Translation

毗湿摩说道：那不护民、反而夺取掠夺，又无正当辅佐与引导的统治者——并非君王，而是披着王者外衣的“迦利”(Kali)。百姓当自备兵刃，缚而诛之，除去这残暴而使民困乏的压迫者。
