The verse highlights the ethical and spiritual idea that tapas (disciplined austerity) and focused resolve can generate extraordinary results—so great that even divine opulence (Indra’s city) is surpassed. True ‘wealth’ is presented as inner power and merit rather than mere celestial luxury.
Bhishma describes a renowned sage of the Bhṛgu line (understood as Chyavana) who, through his ascetic potency and mental resolve, creates a beautiful, jewel-adorned, prosperous forest—so enchanting that it outshines even Indra’s own city.
