Anuśāsana-parva 38
tān pūjayasva satataṃ dānena paricaryayā | yadīcchasi mahīṃ bhoktum imāṃ sāgaramekhalām, yudhiṣṭhira ||
Bhīṣma teaches that stable and righteous kingship depends on continual reverence toward brāhmaṇas and the learned—expressed not merely in words but through concrete acts: generosity (dāna) and attentive service (paricaryā).
In the Anuśāsana Parva, Bhīṣma instructs King Yudhiṣṭhira on dharma and royal conduct. Here he links Yudhiṣṭhira’s wish to rule the whole earth (“ocean-girdled”) with the duty to honor brāhmaṇas through gifts and service.
