Unchecked warfare drains both human lives and royal resources; when a king loses his army and treasury, he can no longer uphold his protective duty (rāja-dharma), and political collapse—symbolized by abandoning the capital—follows.
Bhishma narrates that Divodāsa, after suffering heavy losses and exhausting his treasury, leaves his city and turns to flight, indicating decisive defeat and the breakdown of his position.
