The verse teaches that the highest refuge is the Lord who is omniscient, independent, and immutable, yet actively compassionate—capable of uprooting grief through remembrance. Devotion is presented not merely as praise but as a dharmic remedy for suffering.
Bhīṣma is reciting a sequence of divine epithets (a praise-litany) describing the Lord’s nature and beneficence. The focus here is on sovereignty and stability (all-seeing, without overlord, eternal) alongside the Lord’s role as the remover of devotees’ sorrow.
