The verse introduces an exemplum: Tilottamā is portrayed as a being fashioned from the finest essence of jewels, setting up a discussion on dharma by using an idealized creation to frame themes of auspicious qualities, excellence, and the standards by which conduct and character may be evaluated.
Bhishma begins recounting an ancient account in which Brahmā creates an extraordinarily beautiful and auspicious woman named Tilottamā, describing her as formed by extracting the subtlest essence from all precious gems.
