Virtue is validated by the judgment of the wise and is expected to be consistent across realms: those connected with the highest divine order (Indra) are held up as models of sadācāra (good conduct) for both gods and humans.
Bhīṣma, in his instruction on dharma, cites Indra’s line/associates as being traditionally remembered as virtuous, reinforcing a standard of conduct recognized in both heavenly and human spheres.
