kiṃ kiṃ dhairyaṃ kṛtaṃ tena brūhi sarvam aśeṣataḥ sūta uvāca evamabhyarthito devair matiṃ cakre kṛpālayaḥ
Suta Goswami (narrator), reporting the Devas’ request and Shiva’s resolve
It frames the narrative moment when the Devas seek a complete account of the Lord’s steadfast resolve, highlighting that Linga-centered devotion is grounded in Shiva’s compassionate intention (anugraha) to protect and uplift.
By naming him Kṛpālaya—“abode of compassion”—it emphasizes Shiva as Pati whose grace-driven resolve initiates protection and liberation, responding to the needs of the cosmos and its beings.
No specific rite is stated; the key takeaway is the primacy of divine sankalpa (mati) and anugraha, the theological basis upon which Pashupata discipline and Linga-puja bear fruit.
