It preserves the dynastic memory of dhārmic rulers; such lineages are portrayed as upholders of Shiva-dharma and patrons who sustain linga-pratiṣṭhā and Vedic-Shiava rites across generations.
Indirectly: by praising learned, supremely righteous heirs, it reflects the Shaiva view that dharma and right order in society are supported by Pati (Shiva) through disciplined kingship, helping pashus (souls) loosen pasha (bondage) via righteous living.
No specific puja-vidhi or Pāśupata-yoga technique is stated; the takeaway is dhārmic kingship as supportive ground for Shiva worship, vrata, and temple/linga establishment.
