jñātvā śaktisutasyāsya saṃkalpaṃ munipuṅgavaḥ vasiṣṭho bhagavānprāha pautraṃ dhīmān ghṛṇānidhiḥ
知晓这位沙克提之子的决意后,诸牟尼中如雄牛般卓绝的薄伽梵瓦西什塔——睿智而慈悲如藏——便对自己的外孙开口训示。

It establishes the guru–disciple transmission: a sage reads the seeker’s saṅkalpa and then gives guidance—mirroring how Linga-pūjā is grounded in right intention (saṅkalpa) and compassionate instruction that turns the pashu toward Pati (Śiva).
Indirectly, it reflects Śiva-tattva through the guru’s qualities—wisdom and compassion—since in Shaiva Siddhānta the true teacher functions as an instrument of Pati’s grace (anugraha) that loosens pāśa (bondage) by right counsel.
The key practice is saṅkalpa-śuddhi (purifying one’s resolve) under a competent guru—an essential prerequisite for Pāśupata-oriented discipline and for effective Śiva-pūjā where intention directs action toward liberation.
