rudrakṣetrāṇi divyāni viṣṇornārāyaṇasya ca saraso mānasasyeha dakṣiṇena mahācalāḥ

It frames tīrtha-sevana (pilgrimage to sanctified regions) as a support for Śiva-bhakti: Rudra-kṣetras are presented as divine seats where devotion, vrata, and Liṅga-pūjā gain heightened efficacy.
By placing Rudra-kṣetras alongside those of Nārāyaṇa, the verse implies the non-contradiction of Pati (Śiva) with the cosmic order—Śiva-tattva pervades and sanctifies space, while accommodating Hari-Hara harmony without diminishing Śiva’s lordship.
Tīrtha-yātrā and kṣetra-vāsa (dwelling/observance in a sacred region) are highlighted as preparatory disciplines that purify the paśu (individual soul) from pāśa (bondage) and steady the mind for Śiva-upāsanā and Pāśupata-aligned practice.
