मदनदाहः — पार्वतीतपः, स्वयंवरलीला, देवस्तम्भनं, दिव्यचक्षुर्दानम्
सह देव्या नमश्चक्रुः शिरोभिर् भूतलाश्रितैः सर्वे सब्रह्मका देवाः सयक्षोरगराक्षसाः
saha devyā namaścakruḥ śirobhir bhūtalāśritaiḥ sarve sabrahmakā devāḥ sayakṣoragarākṣasāḥ
与女神同在,众皆俯首稽首,以头触地而礼——一切天神连同梵天(Brahmā),以及夜叉、那伽与罗刹等亦然。

It establishes that true Linga-bhakti is grounded in complete humility (pranāma with head to earth) and recognizes Śiva together with Śakti as the worship-worthy supreme reality honored by all orders of beings.
By showing Brahmā, the Devas, and even powerful non-deva classes bowing, the verse implies Śiva-tattva as Pati—the supreme Lord beyond all hierarchies—inseparable from Devī (Śakti), before whom all pashus submit.
The practice is śirasā namaskāra (prostration with the head touching the ground), a core gesture of śaraṇāgati used in Śaiva pūjā and supportive of Pāśupata discipline through ego-surrender.
