tata evaṃ prasanne tu sarvadevanivāraṇam vapuścakāra deveśo divyaṃ paramamadbhutam
Suta Goswami (narrating the Purana; internal scene describes Shiva/Devesha)
It highlights Shiva as the supreme Pati whose divine manifestation subdues all subsidiary powers (devas), implying that Linga-puja is worship of the highest controller beyond all ritual agents and celestial authorities.
Shiva-tattva is shown as sovereign and transcendent: even the devas are ‘restrained’ by his will, indicating that all cosmic functions operate under the Lord who is beyond pasha (bondage) and governs pashus (souls).
The theme aligns with Pashupata discipline of nirodha (restraint): mastering the ‘devas’ as inner sense-powers and mental forces, so the practitioner turns from distributed powers to single-pointed devotion to Mahadeva in Linga-puja.
