तेषां किल्बिषमदण्डकरा हरन्त्ययोगक्षेमावहाश्च प्रजानाम् ॥ कZ_०१.१३.०८ ॥

Transliteration

teṣāṃ kilbiṣamadaṇḍakarā harantyayogakṣemāvahāśca prajānām

Translation

但若（君王）征收罚金与赋税而不为民众带来福祉与安保，便会招致罪过。
