राज्ञश्च प्रकृतीनां च कल्पयेदन्तरा स्थितः ॥ कZ_०४.१०.१८च्द् ॥
Transliteration
rājñaśca prakṛtīnāṃ ca kalpayedantarā sthitaḥ
Translation
他居于（双方）之间，应兼顾国王与臣民（国家诸要素）来校准（刑罚）。
