Transliteration

bādhatīrthāścaitāḥ kāryā rājadviṣṭakāriṇāṃ taraṇabhayāt

Translation

应设立受阻/受控的渡口，以使反王者畏惧并难以进行非法渡越，从而起到威慑作用。
