This verse defines Deva-sarga as the third type of creation, characterized by tuṣṭi (fulfilled contentment), marking the ordered emergence of the devas within the creative process.
Parāśara states that upon the successful completion of this stage of creation, prīti—settled satisfaction or delight—arises in Brahmā, indicating harmony and completion in the creative act.
Though Vishnu is not named in the verse, the Vishnu Purana frames all sarga as grounded in the Supreme Reality of Vishnu; even Brahmā’s creative completion and joy occur within that higher sovereignty.
