Manifestation of Śiva’s Saṃhāra-Form
देवा ऊचुः । ब्रह्मविष्ण्विन्द्रचन्द्रादिसुराः सर्वे महर्षयः । दितिजाद्याः सम्प्रसूतास्त्वत्तस्सर्वे महेश्वर
devā ūcuḥ | brahmaviṣṇvindracandrādisurāḥ sarve maharṣayaḥ | ditijādyāḥ samprasūtāstvattassarve maheśvara
Chư Deva thưa: “Ôi Maheśvara, Brahmā, Viṣṇu, Indra, Candra cùng mọi chư thiên khác—tất cả các đại ṛṣi—và cả các chủng tộc sinh từ Diti cùng muôn loài khác nữa: hết thảy đều phát sinh từ một mình Ngài.”

By declaring all divine powers to be Śiva-derived, it supports Linga/Saguna worship as a direct approach to the ultimate source, through a form accessible to devotion while pointing to the formless supreme reality.
A practical takeaway is to perform Shiva-stuti and japa of the Pañcākṣarī (“Om Namaḥ Śivāya”) with the contemplation that all powers and beings originate in Śiva, cultivating humility and one-pointed bhakti.
