It highlights that true ritual power in Shaiva tradition is completed by bhakti—devotional intent—expressed through kīrtana (song), vādyas (instruments), and sacred recitation, creating a sanctified field for Shiva-oriented worship.
The verse describes the customary devotional setting of Saguna worship—praise, chanting, and music—through which the mind is gathered and offered to Shiva, supporting focused reverence toward the Linga as the accessible form of the Supreme.
It suggests accompanying worship with mantra-recitation and devotional singing; in practice this aligns with japa of the Panchākṣarī (“Om Namaḥ Śivāya”) along with bhajana/kīrtana during pūjā.
