It affirms Shiva’s anugraha (grace): when the divine order is established through Shiva–Shakti harmony, prosperity and joy increase, culminating in śarma—deep peace—benefiting both worldly life and the soul’s onward journey.
The verse points to Saguna Shiva’s benevolent function as the giver of auspiciousness (śiva-tattva as welfare). Linga-worship and devotion to Shiva with Shakti are presented in the Purana as conduits for both ihika (worldly) and pāralaukika (otherworldly) well-being.
A practical takeaway is daily Shiva-upāsanā: japa of the Panchakshara “Om Namaḥ Śivāya,” simple Linga-pūjā with water and bilva leaves, and cultivating harmony and dharma in household life to invite śarma (peace).
