The Devas (gods)
Tattva Level: pashu
It highlights that divine outcomes require prompt, aligned action: when the Pitṛs are pleased and cooperative, the cosmic and dharmic purposes of the Devas proceed without obstruction—reflecting Shaiva order (ṛta) upheld under Shiva’s overarching sovereignty.
Though Shiva or the Liṅga is not named here, the Rudrasaṃhitā frames all divine functions within Shiva’s supreme governance; cooperation with dharma (including honoring Pitṛs) supports auspiciousness (śiva-tattva) and steadies one’s path toward Saguna Shiva worship and grace.
A practical takeaway is Pitṛ-tarpaṇa and śrāddha performed with sincerity and promptness; alongside Shaiva practice, one may maintain japa of the Panchākṣarī (“Om Namaḥ Śivāya”) to align intention and action with Shiva’s auspicious will.
