मंत्रहीनविधिं युद्धं धर्मं च दयया विना । पृथ्वीं भूपालहीना वा मंत्रही नोयथा नृप ॥ १५ ॥

Transliteration

maṃtrahīnavidhiṃ yuddhaṃ dharmaṃ ca dayayā vinā | pṛthvīṃ bhūpālahīnā vā maṃtrahī noyathā nṛpa || 15 ||

Translation

Một trận chiến không có mưu lược và phép tắc đúng đắn, và việc hành trì dharma không có lòng từ bi; cũng như một cõi đất không có vua hộ quốc—tất thảy đều hư uổng, như bậc quân vương không có hiền thần.
