राजनो द्रव्यनिरतास्तथा ह्यन्यायवर्त्तिनः । पीडयंति प्रजाश्चैव करैरत्यर्थयोजितैः ॥ ३७ ॥
rājano dravyaniratāstathā hyanyāyavarttinaḥ | pīḍayaṃti prajāścaiva karairatyarthayojitaiḥ || 37 ||
