It affirms that the Supreme, eternal Lord is beyond even the gods’ full comprehension, yet is continuously present at a sacred tirtha—indicating that holy places are valued because they are pervaded by the all-pervading Divine.
By stressing the Lord’s constant presence and transcendence, the verse encourages reverent approach at a tirtha with devotion—seeing the Deity not as distant, but as abiding there always as the inner Self.
Direct Vedanga technique is not specified; the practical takeaway aligns with Dharma-shastra and tirtha practice—recognizing the sanctity of a place (tirtha) as grounded in the Lord’s continual presence, guiding pilgrimage and worship conduct.
