योगक्षेमं च सम्प्रेक्ष्य वणिजां कारयेत्‌ करान्‌ | राजाको मालकी खरीद--बिक्री

Transliteration

yogakṣemaṁ ca samprekṣya vaṇijāṁ kārayet karān |

Translation

Bhīṣma nói: “Sau khi xét kỹ phúc lợi và sự an ổn (yoga-kṣema) của giới thương nhân—cách việc buôn bán được duy trì và bảo hộ—nhà vua chỉ nên đánh thuế với sự thận trọng ấy, để tăng nguồn thu mà không làm tổn hại thương nghiệp và sinh kế nương vào nó.”
