राजवृत्त-रक्षा-प्रणिधि-षाड्गुण्योपदेशः
Royal Conduct, Protection, Intelligence, and Policy Measures
हस्ताद्धस्तं परिमुषेद् भिद्येरन् सर्वसेतव: । भयार्त॑ विद्रवेत् सर्व यदि राजा न पालयेत्,यदि राजा पालन न करे तो चोर और लुटेरे हाथमें रखी हुई वस्तुको भी हाथसे छीन ले जायूँ, सारी मर्यादाएँ टूट जायँ और सब लोग भयसे पीड़ित हो चारों ओर भागते फिरें
hastād hastaṁ parimuṣed bhidyeran sarva-setavaḥ | bhayārtā vidravet sarve yadi rājā na pālayet ||
Vasumanā nói: Nếu nhà vua không bảo hộ (thần dân và trật tự xã hội), thì bọn trộm cướp sẽ giật lấy cả vật đang cầm trong tay; mọi ranh giới và phép tắc đều tan vỡ; và ai nấy bị nỗi sợ bức bách sẽ chạy tán loạn bốn phương. Câu kệ nhấn mạnh rằng sự bảo hộ của vương quyền không chỉ là sức mạnh, mà là bổn phận đạo đức gìn giữ an ninh công cộng và mạch sống của dharma.
