राजधर्मप्रश्नः — Yudhiṣṭhira’s Inquiry into Rājadharma (Śānti-parva 56)
लोकस्य व्यसनी नित्यं परिभूतो भवत्युत | उद्वेजयति लोकं च यो5तिद्वेषी महीपति:
lokasya vyasanī nityaṃ paribhūto bhavaty uta | udvejayati lokaṃ ca yo ’tidveṣī mahīpatiḥ ||
Bhishma nói: Một vị vua nếu mãi đắm chìm trong thói xấu thì sẽ trở thành đối tượng bị dân chúng khinh miệt. Và kẻ cầm quyền nuôi dưỡng lòng thù hận quá mức đối với người khác sẽ khiến toàn thể dân chúng rơi vào lo âu và xao động.
