उपसूष्टेषु दान्तेषु दुराचारेषु साधुषु । अविनीतेषु लुब्धेषु सुमहद् दण्डधारणम्
upasūṣṭeṣu dānteṣu durācāreṣu sādhuṣu | avinīteṣu lubdheṣu sumahad daṇḍadhāraṇam ||
Nārada nói: Ở nơi ngay cả người tự chế cũng bị quấy nhiễu, người hiền bị đối xử tàn bạo, kẻ vô kỷ luật và tham lam lấn át—dẫu tại đó có áp dụng hình phạt cực kỳ nghiêm khắc—cũng không nên cư trú trong xứ ấy nếu chưa cân nhắc kỹ lưỡng.
