Bhṛtya-niyoga: Role-appropriate appointment of servants and protection of the royal treasury (भृत्यनियोगः कोशरक्षणं च)
धीरो मर्षी शुचिस्तीक्षण: काले पुरुषकारवित् । शुश्रूषु: श्रुववान् श्रोता ऊहापोहविशारद:
dhīro marṣī śucis tīkṣṇaḥ kāle puruṣakāravit | śuśrūṣuḥ śrutavān śrotā ūhāpohaviśāradaḥ ||
Bhīṣma nói: “Nhà vua phải điềm tĩnh và nhẫn nại, nội tâm thanh khiết; và khi thời thế đòi hỏi thì phải cứng rắn, sắc bén. Vua phải hiểu đúng về nỗ lực và chủ động của con người; ham lắng nghe và phụng sự bậc hiền trí; học được từ điều đã nghe; chăm chú như một người biết nghe; và tinh thông phép biện luận—biết cân nhắc các khả năng, tách điều đúng khỏi điều sai.”
