Gaṇānāṃ Vṛttiḥ — On the Sustenance and Cohesion of Assemblies
Gaṇa-nīti
गणमुख्यैस्तु सम्भूय कार्य गणहितं मिथ: । पृथग्गणस्य भिन्नस्य विततस्यथ ततो5न्यथा
gaṇamukhyais tu sambhūya kāryaṁ gaṇahitaṁ mithaḥ | pṛthag gaṇasya bhinnasya vitatasya atha tato 'nyathā ||
Bhīṣma nói: “Hãy để các vị đứng đầu phường hội và hội chúng cùng tụ họp, bàn bạc với nhau mà thi hành điều lợi cho toàn thể. Nhưng khi tập thể bị chia rẽ—người người tách rời, tản mác—thì cùng một công việc ấy phải xử trí theo cách khác; vì đoàn kết là điều kiện của phúc lợi chung.”
