By cataloging vast realms and beings, the verse frames the Purana’s cosmology in which all jīvas (pashu)—including fierce races like Rākṣasas—exist within Shiva’s sovereign order (Pati), preparing the ground for later emphasis on refuge in the Linga as the liberating principle.
Indirectly, it points to Shiva-tattva as the all-encompassing governance of existence: even immense, powerful collectives are merely located within the manifested cosmos, while the transcendent Pati remains the ultimate regulator beyond such enumerations.
No specific puja-vidhi or Pāśupata yogic limb is stated here; the takeaway is contextual—cosmic mapping that later supports renunciation and Pāśupata orientation toward the Linga rather than attachment to worldly domains.
