Suta Goswami
It sets a Purāṇic framework of cosmic time (Manvantaras) in which dharma and kingship unfold under the supreme Lord (Pati); Linga worship is presented as timeless—relevant in past and future cycles alike.
Indirectly, it implies Shiva-tattva as the constant sovereign principle beyond changing Manvantaras: while rulers and eras change, the governing order upheld by Pati remains the stable ground for dharma and liberation of the paśu from pāśa.
No specific rite is prescribed in this verse; it prepares the narrative context for dharma across Manvantaras—within which Linga-pūjā and Pāśupata-oriented discipline are taught as enduring means for the paśu to approach Pati.
