रुद्रलोकं गमिष्यन्ति पुनरावृत्तिदुर्लभम् पञ्चमे द्वापरे चैव व्यासस्तु सविता यदा
rudralokaṃ gamiṣyanti punarāvṛttidurlabham pañcame dvāpare caiva vyāsastu savitā yadā

Shiva is implied as Rudra, the transcendent Lord whose realm is beyond ordinary cyclic return; reaching Rudra-loka signifies proximity to Shiva-tattva where bondage (pāśa) loses its power over the soul (paśu).
The verse emphasizes the fruit of Shaiva observance rather than detailing a specific rite; it supports Pāśupata-oriented discipline—steady devotion, purity, and worship that leads to Rudra’s abode and rare return to saṃsāra.
