sāmādyā nītayaḥ proktāścatasro manunā purā | sāmasādhyeṣu kāryeṣu daṇḍastena na pātyatām
Bṛhaspati (within the narrative, giving nīti counsel)
Tirtha: Vastrāpatha-kṣetra
Type: kshetra
Scene: Bṛhaspati instructs the assembly, enumerating the four policies taught by Manu; Indra listens, anger cooling, sages nod in approval.
Dharma-guided power prefers peace: if a goal can be reached through reconciliation, coercion becomes adharma.
The verse is part of the Vastrāpathakṣetra Māhātmya (Prabhāsa); the kṣetra’s narrative includes ethical instruction alongside sacred geography.
None; it teaches statecraft (nīti), not ritual.
