It highlights the Shaiva understanding that Shakti (the Divine Power) naturally radiates tejas; even worldly beings become energized by proximity to the Goddess, showing how divine presence uplifts and intensifies inherent capacities.
In Shaiva Siddhanta, Saguna worship honors Shiva together with Shakti; this verse reflects that divine form (saguna) is not mere beauty but an empowering presence—supporting devotion to Shiva-Linga as inseparable from the Goddess’s power.
A practical takeaway is dhyāna on Shiva–Shakti tejas while chanting the Panchākṣarī (“Om Namaḥ Śivāya”), cultivating inner clarity and strength rather than merely external excitement.
