It highlights how latent kāma can arise even in an ascetic, showing the need for discernment (viveka) and Shiva-centered vairāgya so tapas becomes a means to inner purification rather than being diverted by desire.
The verse contrasts mind’s outward pull with the steadiness gained by Saguna Shiva worship—Linga-upāsanā and Panchākṣarī japa are presented in the Shiva Purana as supports to stabilize the mind and sublimate desire into devotion.
A practical takeaway is Panchākṣarī mantra-japa (Om Namaḥ Śivāya) with Tripuṇḍra (bhasma) and Rudrākṣa as aids for self-restraint, redirecting the mind from kāma toward Śiva-bhakti.
