निवृत्तिमुद्धरेत्पूर्वमिन्धनं च ततः परम् । कालं समुद्धरेत्पश्चाद्दंडमी श्वरमेव च
nivṛttimuddharetpūrvamindhanaṃ ca tataḥ param | kālaṃ samuddharetpaścāddaṃḍamī śvarameva ca

It outlines an inner ascent: progressively transcending limiting principles—withdrawal/cessation, sustaining supports, time, and the law of chastisement—until consciousness rests in Īśvara (Shiva), the supreme Pati beyond bondage.
Saguna worship (Linga, mantra, and ritual) purifies and stabilizes the seeker so the mind can transcend tattvic limitations like Kāla and Daṇḍa; the culmination is realization of Shiva as Īśvara, the inner Lord who the Linga signifies.
A meditative progression (dhyāna) of withdrawing from lower principles and fixing awareness on Īśvara—supported by japa of the Panchakshara (Om Namaḥ Śivāya), and Shaiva disciplines such as Tripuṇḍra and Rudrākṣa as aids to steadiness and purity.
