असंस्कृता यथा वाणी मर्दिता च यथा चमूम् । हत नाथां तु युवतीं धान्यहीनां प्रजां यथा ॥ १४ ॥
asaṃskṛtā yathā vāṇī marditā ca yathā camūm | hata nāthāṃ tu yuvatīṃ dhānyahīnāṃ prajāṃ yathā || 14 ||
جیسے بے تہذیب/بے سنسکار بات بے معنی، اور پِسی ہوئی فوج بے قوت؛ جیسے سرپرست سے محروم جوان عورت بے سہارا، اور اناج سے خالی رعایا مفلس—ویسے ہی مناسب سنسکار اور وسائل کے بغیر دھرم/کرم بے اثر رہتا ہے۔
