Daṇḍanīti and the King as the Cause of Yuga-Order (दण्डनीतिः राजधर्मश्च युगकारणत्वम्)
आरामेषु तथोद्याने पण्डितानां समागमे । देशेषु चत्वरे चैव सभास्वावसथेषु च
ārāmeṣu tathodyāne paṇḍitānāṃ samāgame | deśeṣu catvare caiva sabhāsv āvasatheṣu ca ||
بادشاہ کو چاہیے کہ اپنے معتمد خفیہ کارندوں کے ذریعے بازاروں، عوامی آمدورفت کی جگہوں، سماجی میلوں، بھکشوؤں کے گروہوں، آرام گاہوں اور باغوں، اہلِ علم کی مجلسوں، مختلف علاقوں و صوبوں، چوراہوں، عوامی ہالوں اور سراؤں میں دشمن کی طرف سے بٹھائے گئے جاسوسوں پر مسلسل نگاہ رکھے، تاکہ انہیں بروقت پہچان کر بے اثر کیا جا سکے۔
