मृदु-तीक्ष्ण-नीति तथा दुष्टलक्षण-विज्ञानम्

Measured Policy and the Recognition of Malicious Disposition

मायाविभेदानुपसर्जनानि तथैव पापं न यशःप्रयोगात्‌ । आप्तैर्मनुष्यैरुपचारयेत पुरेषु राष्ट्रेषु च सम्प्रयुक्तान्‌,राजा विश्वस्त मनुष्योंद्वारा शत्रुके नगर और राज्यमें नाना प्रकारके छल और परस्पर वैर-विरोधकी सृष्टि कर दे। इसी तरह छठद्मवेषमें वहाँ अपने गुप्तचर नियुक्त कर दे; परंतु अपने यशकी रक्षाके लिये वहाँ अपनी ओरसे चोरी या गुप्त हत्या आदि कोई पापकर्म न होने दे

māyā-vibhedānupasarjanāni tathaiva pāpaṁ na yaśaḥ-prayogāt |

āptair manuṣyair upacārayet pureṣu rāṣṭreṣu ca samprayuktān ||

بادشاہ کو چاہیے کہ اپنے معتمد آدمیوں کے ذریعے دشمن کے شہروں اور صوبوں میں طرح طرح کی تدبیریں چلائے، پھوٹ ڈالے اور باہمی عداوتیں پیدا کرے۔ اسی طرح بھیس بدل کر وہاں جاسوس بھی مقرر کرے۔ مگر اپنی نیک نامی کی حفاظت کے لیے یہ یقینی بنائے کہ پالیسی کے نام پر اس کی طرف سے چوری یا خفیہ قتل جیسے گناہ کے کام نہ ہوں۔
