भुवनकोशविन्यासनिर्णयः (ज्योतिर्गति-वृष्टिचक्र-वर्णनम्)
गणो मुनिज्योतिषां तु मनसा तस्य सर्पति अधिष्ठितः पुनस्तेन भानुस्त्वादाय तिष्ठति
gaṇo munijyotiṣāṃ tu manasā tasya sarpati adhiṣṭhitaḥ punastena bhānustvādāya tiṣṭhati
مُنیوں اور آسمانی انوار پر قائم وہ گَण اُس کے ذہنی ارادے ہی سے حرکت کرتا ہے۔ پھر اسی کے اَدھِشٹھان سے بھانو (سورج) اپنا مقررہ کام سنبھال کر اپنے مقررہ مقام پر قائم رہتا ہے۔

Śiva-tattva is presented as sovereign governance (adhiṣṭhāna) and will (manas/saṅkalpa): all celestial motion proceeds because the Lord presides, while the Pashu (individual soul) is not the ultimate controller.
A Pāśupata-oriented contemplative practice is implied: meditate that all movements—breath, mind, and the sun’s course—are sustained by Śiva’s icchā-śakti, dissolving the sense of separate agency (pāśa) in the Pati.
