The verse emphasizes that devotion to Śiva is cosmic in scope: gods, sages, and Śaiva Āgamas converge with reverence, showing that right worship is supported by both divine beings and revealed Śaiva scripture.
By highlighting the presence of the Āgamas and ritual articles, the verse points to Āgamic, form-based (saguṇa) worship—commonly centered on the Śiva-liṅga with prescribed offerings, purity, and devotional order.
It suggests Āgamic pūjā with proper upacāras (offerings and auspicious items); as a takeaway, one may perform Śiva worship with mantra-japa (especially the pañcākṣarī “Om Namaḥ Śivāya”) alongside clean, sattvic offerings.
